My TV is stuck on Channel 3.?

I have a Toshiba Television Receiver (Model 32A42A) and a Time Warner Cable Box (Pace model, I believe). Somehow, in using my Cable Remote, I changed the channels away from 3. They will not turn back, either using the TV channel changer, which is stuck, or using the Cable remote. How do I get the Toshiba back to Channel 3?
