How cant i make a fairy tutu?

Ok, i just went out and bought 1 yard of fancy sparkly tulle, and 2 yards of plain white tulle. How can i make a fairy skirt/tutu out of it? I've seen the ones where you take strips of the tulle and loop it and all that, but i need a different way. By the way, i don't want it too poofy.
